Haryana Yuva Samvad 2025

Haryana Yuva Samvad was held on 2nd–3rd April 2025 at the Haryana Legislative Assembly, bringing together a distinguished cohort of young participants from across India. A total of 70 delegates actively engaged in thought-driven discussions and policy-oriented deliberations within the esteemed Vidhan Sabha premises, showcasing commendable depth and seriousness in their participation.

The conference was further elevated by the presence of Shri Harvinder Kalyan Ji, Hon'ble Speaker, Haryana Vidhan Sabha, whose address and engagement added significant value and inspiration to the proceedings, reinforcing the importance of youth participation in legislative discourse.

Haryana Yuva Samvad 2025 emerged as a vibrant confluence of ideas, inspiration, and purpose, bringing together young minds, leaders, and policymakers to reflect on the future of Haryana and the nation. Rooted in the ideals of constitutional values, the event focused on empowering youth through awareness, responsibility, and leadership, reflecting a shared vision of a strong and inclusive India.

The programme was graced by Shri Krishan Lal Middha Ji, Deputy Speaker, Haryana Legislative Assembly; Dr. Satish Kumar, Secretary; and Smt. Geeta Bhukkal Ji, Honourable MLA, whose addresses encouraged active youth participation in governance. The presence of Special Guest Shri Atirek Shahi Ji further enriched the occasion.

The ceremony commenced with the traditional lamp-lighting, followed by the presentation of the Constitution of India to dignitaries, symbolising justice, equality, and democratic ideals — concluding as a powerful reminder of the transformative role of informed and engaged youth in shaping the nation's future.

Two Days of Legislative Dialogue

Day 1

The first day witnessed an intense and high-quality Question Hour, where participants delivered remarkably sharp, data-backed interventions on key governance challenges in Haryana. Discussions brought to the forefront issues such as low female labour force participation, youth unemployment, digital sovereignty, and rural connectivity gaps, while demanding concrete policy action on women's economic empowerment and leadership.

Deliberations further scrutinised shortcomings in digital governance, highlighting inefficiencies in existing schemes and the need for transparency, accountability, and citizen-centric solutions. The session concluded with a balanced, solution-driven consensus, emphasising collaborative approaches to bridge disparities and advance inclusive development.

Day 2

The second day witnessed sharp, well-informed interventions by participants on bridging the rural digital divide, with a strong emphasis on equitable access to welfare schemes for women. Delegates demonstrated remarkable clarity and analytical depth in identifying structural gaps in digital infrastructure, connectivity, and literacy, particularly in underserved regions.

The deliberations further unpacked barriers in accessing education, healthcare, and financial services through digital platforms, with participants proposing targeted, implementable solutions such as subsidised internet, device accessibility, rural digital hubs, and capacity-building for frontline workers. The session concluded with a strong, solution-oriented consensus on adopting a collaborative, multi-stakeholder approach to ensure inclusive, efficient, and accessible digital governance.

Preventing Proxy Representation in Women-Reserved Panchayats
Rajanpreet — Leader of Opposition (O_01)

A District-level Women Panchayati Oversight Committee should be established to monitor and investigate proxy candidature in women-reserved panchayat seats. Headed by the District Collector, the committee should regularly review the functioning of elected women representatives and issue appropriate guidelines to strengthen genuine participation.

Rural Entrepreneurship through Common Service Centres
Vikas Chambial — Minister of Women & Child Development (R_13)

Common Service Centres should be set up in village areas to offer skill development and training, along with startup funds and monetary incentives to encourage local entrepreneurship. These centres can also connect locally manufactured products to online markets, ensuring better price realization and reducing transportation costs.

Ensuring Timely Farmer Payments through DBT
Naman Chawla — Independent (INDEPENDENT_02)

To ensure timely and transparent payment to farmers in Haryana, a strict 7-day DBT system with SMS-based tracking should be enforced, backed by independent monitoring committees at the mandi level to oversee fair and efficient functioning.

Centralized Monitoring & Unified Learning Platform for Students
Tanish Khurana — Ruling (RULING_27)

Implementation of a centralized device monitoring system to track student learning progress and monitor government-issued tablets and laptops. The government can partner with entertainment and media companies to develop an app with written and digital content for all classes and subjects — keeping all educational content in one platform without distractions.

Mandating Women's Representation in the Workforce

The government should mandate the representation of women in each factory in certain numbers — unless the physical burden in that work is considered unsuitable for women, keeping in mind physiological differences between men and women.

The valedictory ceremony of Haryana Yuva Samvad 2025 marked the dignified culmination of an inspiring journey of dialogue, learning, and youth empowerment. Graced by the Hon'ble Speaker, Haryana Legislative Assembly, the ceremony reflected the spirit and success of the Samvad, with his address urging youth to remain anchored in constitutional values while stepping confidently into leadership roles for the nation's future.

The occasion was further enriched by the presence of Shri Ram Narain Yadav Ji, Shri Gaurav Goyal Ji, Secretary to the Hon'ble Speaker, Shri Mukesh Gupta Ji, Deputy Secretary, and Shri Vishnu Dev Ji, OSD to the Hon'ble Speaker.

The winners were awarded and recognised for their outstanding performances and impactful contributions, as the ceremony concluded with a powerful reminder that informed, inspired, and active youth are central to building a progressive and inclusive India.
